Super Teemo doesnt fly when W skill is used

I've been playing teemo for a while now and i just got the Super teemo skin, but for some reason when i use his W skill with the skin it just makes the(Woosh) sound but teemo wont do the thing where he flies, instead he just move faster just like his classic skin.. Does the skill need to be maxed first or does he need to reach a certain movement speed to do the flying animation??
