Spells sometimes don't work [NA]

In about 1/3rd of my games since the Fiora hotfix patch, the game will load and i will be unable to use the number keys and cast spells normally. I can still self-cast spells and i can type in chat and move.

Restarting the entire client usually fixes the issue, but on champions with no level 1 skillshots, its very difficult to test this in fountain. Just disconnecting a reconnecting does nothing, you still have to restart the full client.

Champions i've had this issue on include Janna, Maokai, Olaf, Mundo.
