In-Game Store Bug let's me buy skins without owning the champion.

So I just noticed that there is a bug in the Store, where you can buy skins without owning the required champion.

We made some adjustments to this, are you still experiencing it?
The store also seems to not show me skins unless I mess with the settings. If I view 'only skins for champions I own' it says nothing is available.
In saying that, sometimes when a skin is on sale for a champion I don't have, I feel the urge to buy it when I don't have enough IP saved for the champ
