patch 4.17 wont install pls help

I just bough a new laptop (running in windows 8.1) and tried to install league of legends when it reached between 70-90% it stops and says 0kbps. I saw a thread that says it has problem with the anti virus or firewall i already tried to disable my firewall and anti virus (im using mcafee) still nothing happened, I tried to reinstall it 6 times and still it get stuck. pls i need help!!!
