LoL program cannot launch again if LoL exits via "Cannot Reconnect" (e.g. PC sleeps + reawake)

Steps to reproduce:

1. Run LOL (e.g. Windows 10), and log in as user

2. Leave PC alone for enough time that PC goes to sleep and loses internet connection (e.g. >2 hours)

3. Turn PC back on

4. Refocus LoL Window

5. Click "Exit Instead" button

6. Relaunch "LOL"

Additional Notes:

• When I view system processes (via Task Manager), there are 1 or more phantom LOL processes running after step 5.
• I have seen this behavior for over 1 year now
• Repeatability is 100% as far as I can tell
