Late into matches since Akali patch

Recently myself and many other players have been getting into matches later than usual. I'm getting into matches just past the one minute mark and others are sometimes getting in even later. It's not only a select few players though, it's everyone. If you go watch streams it's happening to all of them. No one is seeing the champions appear it's just they're there. Basically no one can shop pre 5 seconds because of this hug and I can't do anything pre 1 minute and something needs to be done this recent patch didn't fix it. I don't think it's my computer because this has never been an issue and I've been using this one for at least the past 3 years, it's not internet because my ping all the times I've tested is under 40. When I'm in loading it says league isn't responding, that's about all that's happening that's abnormal that might be causing getting into game late. I've restarted computer and did the full repair through the client and neither of those things helped. This bug needs to be fixed. The link i sent is of Tyler1 since he usually has client open while in loading and you can see it clearly there. If you go to 16:24 and wait for them to get into game, you can see Tyler's game clock go from 0:00 to 0:06 with nothing inbetween. Same thing is happening to everyone, the time we're getting in varies.
