Nautilus snare glitchy/inconsistent

Noticed while jungling as Naut that his passive snare was not proccing on jungle camps. The snare appeared to work against another player and then began working on jungle camps too, however it was still inconsistent and would not proc at times. I always made sure to take not of the first attack against these targets so this isn't a case of the passive being on cd.
