[GAMEPLAY] In game shop visual bug

Description: When opening the shop, the tooltip of the first purchasable item the mouse hovers over is persistent even when the cursor is no longer over that item. The only way to get rid of the tooltip is to move the mouse directly over the tooltip repeatedly (the tooltip moves the first 5 or so times and finally disappears). Once the tooltip has disappeared, any other item tooltip behaves normally until the shop is closed and re-opened. Another point to note is that if the tooltip has not been cleared, the next time the shop is opened, that tooltip will still be visible.

Steps to reproduce:

1. While in game at any point (in base or not, first recall or later) open the in-game shop
2. Hover over a purchasable item (happens more often on items in the right hand side full item view)
3. Observe when the cursor is moved off that item, its tooltip remains
4. Move the mouse onto the tooltip and watch it move away from the cursor
5. Repeat step 4 until tooltip disappears

Additional information: While going to report this bug, I also happened to notice what I believe to be incorrect information in the client help menu. The text states: "The best way to provide technical feedback is to submit your logs through the PVP.net preferences menu in the top right corner of PVP.net...... Once in the PVP.net preferences menu, you can select "Submit Logs to Riot" to send us this helpful information, along with your own descripting of the problem." However I when looking at the preferences menu I cannot see any button that resembles a "Submit Logs to Riot" option.
