tool bar is showing

my league of legends task bar, or tool bar(the bar at the top of google chrome with the minimize, X out and stuff on it) is showing, the client somehow moved down, i cant get it to move back up. i cant move it back up. this wouldnt be a problem at all but i cant move my camera down without pressing the mini map or using the directional keys. i tried to mess with the options and i accadentally took the options button off of escape, and the options button to click and get to options is below my screen. ive looked up how to fix it and nothing has worked, i deleted and redownloaded and it didnt work. if i right click it moves my champion and wont let me press the move button when i right click and it wont work. anyone else had this problem or know what to do?
