Hextech crafting bug

I have logged in and out several times, rebooted the machine and everything. My nami mastery 5 champion, level 30 has 2 mastery 6 tokens and it still will not let me forge. I have a permanent nami, i do not want to wait till i find a nami shard in a chest and i dont have enough essence. Am I missing something?? This is highly frustrating.
