Unable to Add Friend to Dynamic Queue

When trying to add a friend (who was using the alpha client) to dynamic queue, it said that he didn't meet the game requirements (the same message that you get if you try to queue up and don't have enough champions or a high enough level to play).

I tried adding him on the Alpha client and on the Legacy one (while he was running Alpha) but nothing worked.

Eventually he restarted client and remade queue, which resolved the problem, but it was an interesting bug.
