Thunderlords Never Activated on Le Blanc.

I just played a ranked game as le blanc where I couldnt proc thunderlords decree. I am not sure if it was just a situational bug for that game or not because my ezreal also said that he could stack fervor but just to be safe I will be staying away from le blanc in future ranked games until I can test again in a normal game.
