I have never earned a chest with blitzcrank before and one of my team mates got a S+ yet i didnt get my chest?

Were you in a premed with Nidalee? If not, it would not give you the chest.

You can only win 1 chest by week that must be that

You don't get chests for random teammates getting an S grade. You only get chests if you were in a premade party with them.
