Can't Select Skins before Games

When I get into champion select and pick my champion, I'm not able to pick any skins even though I own them. I cannot even select base skin. It shows all as locked. Do anyone know any solutions to this problem before I uninstall and reinstall league? Thank you

I think the client has been buggy all day, I have asked a few times in chat and other people have been experiencing it as well. Repairing the client doesn't work either.
