Client not working properly

I've been having problems with my client for a couple of days now (Patch 8.6). When I start up the client and log in, it takes FOREVER to log in. Literally like more than 10 minutes or so. After it manages to log in, I go into lobby and when i select my positions and click start queue, it takes a couple of minutes to start it. No matter how many times i press it, its just stuck until finally starting. In champ select, I almost dodged a couple times due to not being able to lock in my bans/picks.

Once I'm in game, everything's fine. Sometimes I get "Attempting to reconnect" while still being at 20 ping but other than that everything works well.

I already tried to repair the client multiple times, and it doesn't fix anything.

And also sometimes when I log in, the client tells me to close the client and log in again, but after closing the client it doesn't start up when i open it. To open it back up again it requires me to restart my PC or wait like 5 minutes for it to start up the program.

My OS is Windows 7, so I doubt that's the problem. League should be able to run on it.

Does this happen to anyone else, or does anyone have any solutions other than repairing the client?

Forgot to mention that since the new patch Windows firewall blocked some of league's features, so I had to go into settings and allow league through the firewall. Other than this, I have no antiviruses or anything like that on my PC. Also tried to turn off the firewall but that doesn't seem to be doing anything.
