Small bug / usability issue with drag to scroll

If you use drag to scroll (hold down a key and move the mouse to scroll) and you hover over some elements in your HUD, it stops scrolling. Hovering over ability icons, item icons, etc. stops the scrolling abruptly until your cursor passes the item.
