Bard's self-cast W no longer works

As of patch 5.8, Bard can no longer self-cast his W using a self-cast keybind (such as alt-W.) He can still cast it on himself by just placing it on himself, but this functionality is more convenient. I have not tested if this also means you cannot cast it on an ally by hovering over their portrait on the top left, but that seems like a very rare use. Steps to reproduce: level W, try to cast it on self with alt-W
