(Issue) "Logging Onto Chat Service..."

Ok, I play the pbe and today I tried playing the normal servers and I got this error, I can't talk in champion select,can't acces my friends, and can't talk in end game summary. I really want to play more ranked today so if anyone can help me please do.

Things I already tried:

• Change date

• services.msc

Edits.

• Edit: I can't access shop.

• Edit 2: I can play ingame fine but I can't talk in champion select, please fix rito need my champion select for solo queue in bronze.
