Muramana toggle bug

the last ezreal game i played i noticed that after i stacked my muramana that i couldn't toggle it on or off it was just stuck in toggled but it didn't do the extra dmg.. can someone explain this??

Patch 6.4 Notes have the answer to that.

I advise you to read patch notes. They removed the toggle, and made it automatically consume 3% mana to do twice as much (6% worth) damage on champions. Minions and monsters are excluded.
