Could not use Q for half the game on Jhin

So I just bought Jhin and my second game as him I experienced a bug where I could not use my q ability from the end of laning phase until well past 20 minutes in the game. I do not know how to reproduce this bug as I do not know what caused it or if it will continue to occur. I tried both with quick cast and without (though I normally use quick cast). Upon pressing q, the range indicator would show up but would not do anything upon attempting to either let go of the key on top of someone or clicking on them without smart cast. Has anyone else ever experienced this? Willing to share any information I can but I do not know much.
