Actually, I think that's just a sad side effect of Braum's Unbreakable working as intended. Here's a description of it from his page on the League of Legends website - Link Here.
"Braum raises his shield in a direction for several seconds, intercepting all projectiles causing them to hit him and be destroyed. He negates the damage of the first attack completely and reduces the damage of all subsequent attacks from this direction."
As stated (as bolded), Braum intercepts all projectiles and makes them hit him instead of their target. This goes for auto-attacks, single-target spells (Spell Flux, Ace in the Hole), or projectile skillshots.
Although, I do find one thing odd; the description states (as italicized) that the projectiles are destroyed. I suppose that's just flavor text, but that Unbreakable stops projectiles that pass through units (such as Ezreal's Essence Flux, Caitlyn's Piltover Peacemaker, etc.), but not the effects of projectiles that simply hit a unit and do their thing (Urgot's Fear Beyond Death, is a little weird.
Personally, though, I still chalk this up to it not being a bug, just an unfortunate interaction.
Riot confirmed that this is NOT a bug. The chains Urgot shoots out is meant only for executions, so if Braum blocked it with his shield, he SHOULD be instantly killed no matter how much health he has left.
