Playing with my friend and I could only use THEIR masteries

I am playing with my friend who is level 22 and loading into the draft pick screen for picks and bans I could only pick THEIR masteries. I have 20 mastery pages and I just figured I would report this bug. I was lucky someone dodged the match and I restarted my league and was fine.
