Rerolled three skin shards and got a "permanent" for a champion I don't actually own?

I got Vandal Brand after spending $10 to open some more chests and reroll some of the skin shards. I was told you can't get permanents for champions you don't own? Will this skin activate if I buy Brand? I don't really want to so it's very disappointing.
