Steps to reproduce

Roll the server back to 6.5(last time this wasn't happening) Press w Auto tower Notice that it neither does increased damage nor go on CD Put the server back to live patch Press w Auto tower Notice that it does increased damage and goes on CD ?????? Make a post on the forums

I'm fairly certain Darius's Crippling Strike has always done extra damage to turrets, and uses the cooldown on them as well.
