Bots in Twisted Treeline

Ok so I'm sure I'm not the only one who has encountered the problem of getting in the queue for twisted treeline and being grouped with bots that have ghost and heal as their summoner spells. Which would be acceptable if I was joining a custom game with bots.. or even if they did something other than basic attack or simply run to enemy turrets and not do a thing except die. Its very annoying and is a huge problem at this point and I am surprised it hasn't been dealt with. Idk if it is player accounts with bot programs or if its Riot. I wouldn't think Riot would do that but nothing has changed... Almost every single TT game I queue for has them. Not to mention when I refuse to play with them I, the paying customer and not the bot user, get a penalty for not playing with bots who feed... Like seriously? Very frustrating for people who prefer TT. I usually do not make posts but it is aggravating when I am being punished for nothing.
