[Gameplay] Chat restrictions not granting additional messages as game goes on.

The Chat Restriction feature is meant to provide three messages at the beginning of the game, then one every 4 minutes afterwards. However, it is broken at the moment and is not granting any messages past the first three. It simply states "message limit exceeded. Please wait for 4:00", even when the 4:00 mark has already passed.
