AFK Champs in Champ Select

So i was in the champ select and was waiting for my turn and when I looked up all but eight champs were gone. Won't lie, I was on my phone until i heard the "PING" that signified I am selecting, so I don't know if it was like this before my turn or not. This has never happened to me before. Please tell me this was a once in a life time thing.
