Can't change champs or lock in current selection

So I was playing some ranked, trudging my way back out of the silver trap. Things were going well, winning most of my games, on a hotstreak, in promos from S1 to G5 and... can't lock in my selection on the champ select screen. Counted as a dodge and against my promo series... still on a hot streak though.

If carrying several consecutive games to victory isn't enough to get out of silver then perhaps ELO hell is real.
