Sporadic Disconnects Mid-game

For a couple months I've been having an in-game issue where I'll disconnect and wait to reconnect for about 8-10 seconds. Some games it doesn't happen at all, other games it'll happen 4 or 5 times. I've been trying to determine the cause of this issue, here's what I know:

• it isn't packet loss -- I've pinged continuously for 3 hours with 0 packet loss. While I'm disconnected, I can still communicate with people on a discord call. My internet connection is strong and stable.
• it isn't a firewall issue - I've tried disabling windows defender completely (the only firewall I'm using). Then I tried gaming on a brand new PC with no other software on it and the issue persists.

Based on this troubleshooting, the only possibility I can think of is that it's a communication issue between riot servers and my ISP or its a router firewall issue. Does anybody else have a similar problem?
