Can't be bothered to proove it with a ps, but frankly it's very obvious if you're ever in a Galio game.
Galio heals for the shield he puts on someone, he literally heals like a normal match, ya know the regular 20% -> 80% trick

I thought heals worked at 100% on aram if it was used on yourself, and 50% if used on a teammate? Meaning there would be no bug here.
Sigh....Healing done to allies is reduced by 50%.
Healing that you do to yourself is normal.
While the shield is on an ally, the healing is from YOUR skill. Therefore there is no healing reduction.
