Zac tooltip bugs?

I was playing a game as ap zac, and I noticed that the tooltip for his w doesn't show the % health damage that I'm getting from ability power- even though it was doing more damage when I had more ap. [sg-zephyr] Also, his q has a 15 second rank 1 cooldown, even though the patch notes state it should still be 13 seconds. Though the game didn't go long enough for me to see if it normalized at rank 5.
