I think it's more than my internet

I'm not very game lingo savvy or technical jargon savvy, but... My past couple games (though not one after the other, it's more like every other game) have been doing more than just lagging. I know that ping can cause lag, but when this certain thing happens, my ping is below 100, which in my mind makes me think it's not my internet. One game, my team and the opposing team were complaining about lag. Though, it's less of a staggered motion of the minions and champs. It's more of the screen freezing and only your champion can move around while nothing says "Reconnecting" at the top. I personally think something is wrong with the server or at least something bigger than just my computer or internet. It's really gotten in the way of my games and I'm having to play bot games to test if it will affect my PvP games, but it even happens in co-op games. Overall, it either happens during team fights and continues throughout the rest of the game or the very beginning of the game before anything happens and also continues throughout. If I Ctlr-Alt-Del and select 'Sign Out' on my Windows computer, I'm able to get back in the game, but only coming back without a frozen screen. Even this won't fix the lagging or loading problem. I found that in ARAM games (at least the one I played today) it starts messing up within one or two minutes. Then, it flips out and the movements are jagged and glitchy. So, I exit out and come back in. It was normal when everyone on the enemy team was dead, but then it started again when I saw a live enemy or tried to kill minions. This experience was after dealing with the amount it takes to get to level six and then signing out to get back in. Signing out and coming back did not help the problem. I was able to send messages in chat, however, and was asking when the game was over. When they stopped answering me, I had to "Exit" the game completely through Esc and I knew it was over because I could honor someone. That game was over and I came straight here. For clarification:

1. I can move, but I can't see any spells or fighting > only champions on either team are moving around, maybe a couple minions (health bars will/can go down, but there's no sign of how they went down)
2. I wait a little while to see if it will fix itself (it has done that before, but less than half of the time will it resolve itself)
3. I sign out and try to come back in
4. It loads and I'm able to return to the game
5. Usually, after a few seconds, it resumes glitching and the lack of loading
6. I'm usually forced to ask my teammates if the game is over (or wait for a "gg" in chat) or sit at base if it's early in the game because I can't do anything about it
7. I have to manually exit the game in the menu because it won't load the rest of the game after someone wins I'm getting very tired of this problem, not to mention that I am one of those very competitive players who play to win and get very upset when they can't help their team. This is my first report, so I don't know how receiving help works, but I'd really like to know what's wrong with the game or whatever it may be. 👍
