i cant move champ,but can type and look around

It isn't a joke, .. not everything that doesn't go your way is a joke.

It's a bug, and you know that. Which is why you are posting it under the "Report a bug" discussion board.

It isn't intentional so quit acting like Riot is somehow persecuting you.

I've had this bug happen for me before too. It went away when I restarted my client.

If you're still experiencing it, file a support ticket.
