Not receiving Hextech chests for S rank
It says I have 4 chests available, I have received more than 4 S ranks in the last week or so. I have also purchased chests with RP (but I don't think this should affect your ability to earn them as well.)

Were they with the same champ? You can only get one per champion per season, so that might be why
if you have already received one this week you have to wait a week to earn another
