Couldn't move when i spawned

Hey riot i just went into a game and the I spawned i couldn't get out of the fountain i even try to flash but didn't work.I had to restart the game before it works and I got a leaver buster for that with I think is pretty unfair plz fix this problem and if possible remove my leaver buster
