I gifted riotpoints to a friend and he said he never got it, either he's lying or he really never got it.

Just look in your Gifting History, found in the Store on the Account page. It doesn't lie. If it's showing up, I recommend you suggest he try reloading his client and/or swapping to the legacy client to check, and submitting a ticket if it isn't there.
