This penalty bug

Why when I play league of legends every time I always get a penalty queue. Now I know if a leave a game and disconnect ill get one, but my problem is every time I play a game I keep getting it even if I did not disconnect. This bug keeps coming and I don't now how to fix it. I don't even know if its just me or my account is broken. please someone help me fix this bug!!!

I don't want waste my computer time playing league of legends if I have to wait. please I paid around 100$ for this game and I want to keep playing it :( !!!

Contact support, this bug looks like it's problem with league system and is high priority.
