Randomly unable to move or use abilities multiple times in game

Many times in-game, I will randomly not be able to move my champ or use any abilities/spells. If I'm near a minion or champ, I'll just auto them for several seconds until I can move again. It gets really inconvienent when all of a sudden in a teamfight I cant control my champ and I die because of it. I also will sometimes d/c for several seconds but then reconnect without doing anything. The problem seems to get worse when I'm using skype or curse while playing. Some of my friends are getting the same issues. Is there any info on this?
