Been quite a while since that...where you been?
They realized that permanetely banning accounts worth hundreds (if not thousands) of dollars based on an automated process "approved" by the community desperate enough for IP to participate, was counter productive to keeping serious, long-term players.
Corki can call you a Whiskey Delta (Weak Dick in military jargon) but one of my "reports" was sent to me via email because I said "Wow this Sivir is a noob" in team chat. The ENEMY 3-man premade (was in a 3 man pre) 3 man reported me for going 26/3 pantheon during this ARAM game.
The closet tards in the tribunal saw my name was the "reported" and saw my 1 line of text for the entire game (noob... in TEAM chat) and voted yes.
No matter how Riot tries to twist things, the tribunal is/was a bad system, hence it's "recess" and recent talks about player behavior and the upcoming changes in 2015.
I wouldn't expect Tribunal to return but rather quietly fade away in favor of whatever the next hair-brained system Riot deems will "fix" players.
You want to fix players, track what roles they play. Assign points within those individual roles. Once a certain positive and/or negative ratio is reached, put them in queues with others like them.
I'm a support main. I hang out in Silver because a GOOD adc can carry a bad support but a GOOD support can't do anything with a bad adc.
It's even better when, 2 years running now, you have DCs during your promo series. Nothing like winning 6/10 of your promos and losing 1... the res were 4v5s that counted in my placement. I don't remember Season 3's but it was the same story.
A little off topic rant to consider while attempting to discredit what I say. I've brought up how stupid the tribunal system is. Seems there are a lot of bot using fanbois that enjoyed the free IP for "voting".
Pretty sure it's been in Recess because they are still reworking it. It takes time to work out those things you know, even the Refer a Friend, that was supposed to be changed within this month still hasn't been changed yet.
