Why can't I report a bug to alpha client on EUNE region?

There are some glitches and performance issues I want to report but when I press report a bug it brings me to this link, and it just says "This page does not support your region. Some functions may be unavailable." And below there's just a picture of Heimerdinger.

Can anyone explain or give me solutions? Thanks.
