Gragas can't use overheal

Gragas's "Happy Hour" passive will not allow him to gain the overheal rune shield from full health, or near full health.

Happy Hour is worded to be a heal, and Overheal specifies healing, not regeneration which means it should proc from the passive.

Am I missing something here, or is it an overlooked bug in the interaction?
