[GAMEPLAY] Tahm Kench's (W) Devour ability targets minions even with, "Target Champions Only".

Tamh Kench is the only Champion in the game who has a single target ability that even with, "Target Champions Only" active/toggled on will let you activate that ability on minions.

How to reproduce: Hold the hotkey for "Target Champion Only" then activate Tahm Kench's (W) Devour while hovered over an enemy minion.

How often does this happen: Always.

I understand frustration doesn't help. But Tahm Kench's (W) Devour is one of the main reasons to play the character and there are reports of this bug going years back. Please fix this issue or respond with a clear, concise and reasonable reason as to why it is balanced to not work this way. Thanks.
