[Gameplay] Chat box and mute option broken

So for chat box, it reset to the same position and the light/darkness of the box. This is especially annoying to people like me... Getting firstblooded/first blood causing the chat box to pop up, distracting me and putting a block of text in the middle of battle. ( I play ARAM a lot, so when first blood happens, there is a 5v5 fight 99% of the time). This was fixed probably like 11 patches ago, but around 10 patches ago it came back and stayed till now... Super annoying as I have to waste like 5-10seconds every game to move the box as I walk to the lane. (while I have to adjust my pot/item settings/ skill shot indicator/ etc).

The mute option is bugged for this patch because when you mute someone, it should be forever. But if you mute someone in 5.2, you only mute them for the game... You can see their post game comment, as well as their chat message next game... (I recognize a lot of players in game everyday, no matter what time I play at.)

Hope these gets fixed soon! Would be a huge QoL for me and a few others!
