When I had the IP to finally buy jinx I quickly got her and now my IP counter hasn't gone down. I've closed the game and re-opened it and its still stuck on the same number. Id post a picture but i'm not tech savvy enough to know how.
I had this happened to me a few times. I personally think its like a ghost number bug, since you can't really buy anything and if you click on something, it shows the real IP value you have. But after a game or two it should be at the correct values. It is pretty annoying and funny to see.
