Sumoner Speialist has a bug or is this as intended?

When you pick Sumoner Specialist but don't get smite as one of your first 2 spels you are locked out of the smite only items (Exp. I wanted to get the jungle Sunfire on Braum support but I started with the exaust flash combo with the plan to change flash to smite on first back and secure first drake and then in the late I was planning on having exaust smite for the slows but the strat fell trough because I couldn't get the smite items)

Is this as intended or a bug?
