So I played a game recently and built on . is supposed to scale with Max HP but for Kled it doesn't scale with HP at all... Is this a bug?

If it is a bug then they have ignored it for a while. i remember trying to play kled with locket early- mid season 7 and having the same issue (after the health scaling changes to locket) i think in its passive i says that kled has NO hp scaling and it is instead applied to scarl... so in a way it makes sense that it doesn't work BUT it's not fair that locket doesn't work on him for that reason.

It's because of Skaarl. Kled himself can't actually gain any additional HP and it all goes to Skaarl, so it doesn't give it any scaling

by that logic can Kled use Warmongs passive?
