[ACC BUG]Bug only on this account.

Hi, guys, can u help me? I have some bug with my abilities and speels. When i press some ability, it goes like some normal cast, but it is on quick cast. When i go with rengar on my q, when i hold my q it seems like normal cast, but when i stop pressing q it's going to use dat ability. Then, when im playing for example Lee Sin, i cant hit my w on my ward, because it cant, i must hold my w on ward for longer time then normaly. btw. when i play on brother's acc or some other, i havent this bug, and it is same pc. I tried to reinstall league of legends, but it still dont work. Help me. When i play on other pc-es, i have bug again. Thank you, my honor.
