When I'm in champion select, and I select my champion it allows me to lock in, but when I change my summoners it no longer lets me lock in. Changing runes and masteries does not trigger this effect. I am playing on a Mac, this could just be a Mac client thing. This is not a high priority bug, but it can probably be fixed without much effort.
