Gameplay Inhibiting Slow Motion Occurrence! Please Help!

Hello LoL players (hopefully Riot employees!),

I am experiencing an issue where my game is running in slow motion for 1-3 second duration at completely random intervals. My ping rarely climbs above 40 and my hardware is sound, am able to run at maximum setting without an issue. Yet, when this issue occurs neither my Ping goes up or my FPS drop. I have reinstalled the game, ran the repair tool and still I have this issue.

I also am having an issue where jungle camps are not playing their spawn animations correctly. At the start of Dragon/Baron/Blue/Red I immediate see the creature already in it's spot, seemingly frozen there until it actually spawns

I have also noticed that I cannot see Jinx's ultimate rocket, when I play as her the ultimate looks to be canceled upon casting but moments later if it hits my mark then I will see the explosion.

Please HELP!
