Annie's Q not damaging after cast [GAMEPLAY]

Me and my girlfriend have been playing countless bot games to prepare her for pvp. On multiple occasions Annie's Q has not damaged the target. Visually the flame does not even reach them, it disperses before it reaches them. None of the targets had any kind of nulling effect like banshees veil . The sound of the ability being cast is heard, but the sound of it landing is not.
